Feminist scholars have highlighted the power struggles underpinning institutional change, and the challenges facing women's movements as they evolve. Feminist institutions, designed as they are to create an entrenched challenge to gendered norms, occupy a significant and problematic place in this landscape. They are both the fruits of previous activism and agents of further change; they draw strength from, but are potentially made vulnerable by, their place in established structures.
The Evolution of Social Movements project represents a new and fruitful approach to documenting the evolution of a women's movement, by tracking the institutional forms it produces. This approach illustrates the dynamic, precarious and politically-contingent nature of feminist institutions in the government and non-government sectors. Until now, social movement scholarship and institutional analysis have largely lacked quantitative and longitudinal data tracking the development of a whole organisational field from a social movement. Given the political importance attached to the establishment and survival (or demise) of organisations, this is an important new realm for research.
The findings of the research show that the hope that institution building would create durability for the movement was not entirely misplaced, but that some types of institution are more resilient than others. Notably, it seems that nongovernment women's services may have been more durable than women's policy machinery in government. Clearly this finding has implications for broader questions about what the women's movement currently is, and different organisations' places within it.
